#41 Upgrade quicksilverd to v1.6.1

This proposal aims to upgrade Quicksilver quicksilver-2 mainnet to v1.6.1 of quicksilverd.\n\nThis release enables a number of new features and enhancements:\n\n- Return to Sender functionality\n- Mapped accounts support for 118-cointype chains\n- Claims for mapped accounts\n- CL pool support for claims\n- Enable ICA Host support\n- Upgrade to IBC v6\n- Remove outdated and unused Cosmwasm and Tokenfactory\n- Improved chain-wide metrics collection\n- Reduced block size for increased protection from P2P storms type attacks.\n\nIn addition, the upgrade handler will resolve an issue with 5 stuck unbondings from epoch 172.
