This proposal aims to upgrade Quicksilver main (quicksilver-2) to v1.7.4 of quicksilverd.\n\nThis release fixes an issue with delegation account balance query waitgroups, reverts a library causing issues with Hermes, and adds an upgrade handler to clear up some state including unfulfillable ICQ queries, and withdrawals; details of the changes can be found here: https://github.com/quicksilver-zone/quicksilver/releases/tag/v1.7.4
